Carrying cash from Germany to Spain
Two separate rules apply to any cash journey: one where you leave, one where you arrive.
Do you need to declare?
No declaration is required. Germany and Spain are both inside the EU customs area, and the EUR 10,000 rule applies only at the Union's external border: not to travel between member states. Carrying cash between them is treated like a domestic journey.

Germany and Spain are both in the EU customs area, so no cash declaration is required on departure.
No declaration is required on arrival for travel within the EU.
Currencies
Germany uses EUR; Spain uses EUR. Both use the same currency, so no conversion is needed.
