Can Maltese lira notes still be exchanged for euro?
No: the deadline has passed. Central Bank of Malta stopped exchanging Maltese lira banknotes on 31 January 2018. They can no longer be redeemed for euro at face value, though notes in good condition may still have collector value.
Fixed conversion rate
The rate was fixed permanently by Council Regulation (EC) No 2866/98 and never changes: €1 = 0.4293 MTL .
Where to exchange
Only the national central bank redeems these, commercial banks and bureaux de change generally will not. See Central Bank of Malta for current procedure.
